The World Trade Organization (WTO) is the international organization responsible for establishing the rules governing trade among the nations. It aims to ensure that global trade flows smoothly, freely, and transparently, while promoting economic openness, improving living standards, creating employment opportunities, and supporting sustainable development.

Egypt acceded to WTO in 1995, and its membership has since become a cornerstone of its economic strategy, as WTO provides a multilateral platform that ensures fair and non-discriminatory treatment in global markets, while safeguarding Egypt’s interests through dispute settlement mechanisms and monitoring of other countries’ trade measures.

Agreements and Negotiations within the WTO

WTO agreements represent crucial importance for Egypt in achieving its economic and developmental goals, providing a multidimensional legal and regulatory framework:

The General Agreement on Trade in Services (GATS): This agreement governs trade in services through the commitments of member states to liberalize service sectors, facilitate market access, and ensure appropriate treatment. Egypt has benefited from the liberalization of key service sectors (such as financial services and telecommunications), which have contributed to attracting foreign investments.
The Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS): This agreement establishes minimum standards for the protection of intellectual property rights, including both industrial property and copyright and related rights. Egypt has benefited from the flexibilities provided under the agreement to achieve affordable pricing of medicines in the domestic market.
Trade Facilitation Agreement (TFA): This agreement aims to simplify customs procedures, reduce costs, and expedite the movement of goods across borders through enhanced transparency. Egypt ratified the agreement in 2019 and has significantly benefited from its implementation, particularly through improvements to the Advance Cargo Information (ACI) system and reduced customs clearance times.

The Importance of Egypt’s Membership in WTO

Egypt’s membership enables effective participation in international negotiations, the defense of developing countries’ rights, and the utilization of agreements such as the Trade Facilitation Agreement, which reduce costs and enhance the competitiveness of exports. This, in turn, supports greater market access for the Egyptian goods and services, attracts foreign investment through a stable trade environment, and advances Egypt Vision 2030 toward achieving comprehensive economic growth and positioning Egypt as a regional trade hub.

Its participation focuses on advancing the interests of developing countries while taking into account development needs and maintaining regulatory flexibility. MIFT’s Mandate within the World Trade Organization (WTO)

The Central Department for World Trade Organization Affairs is responsible for following up on WTO-related matters and monitoring Egypt’s compliance with its obligations under WTO agreements in the areas of trade in goods, trade in services, trade-related aspects of intellectual property rights, and trade issues linked to sustainable development. The Department pays focuses on ensuring that other member states adhere to their commitments, so as to safeguard Egypt’s rights and prevent any adverse impact on the market access opportunities of Egyptian exports in global markets.

The Department’s mandate includes

formulating Egypt’s position in WTO negotiations and on issues under discussion, in coordination with all relevant entities within the framework of the Higher National Committee and its subcommittees. In addition, the Department actively participates in ministerial conferences, including comprehensive preparatory work, prepares Egypt’s Trade Policy Review in cooperation with WTO Secretariat, and engages in negotiations on preferential trade agreements to ensure their full consistency with WTO provisions. These efforts aim to enhance both public and institutional awareness of WTO agreements and negotiations, thereby enabling the private sector and exporters to capitalize on available opportunities and effectively address challenges.
The Department seeks maximum transparency

as it regularly submits the official notices on Egypt’s trade-related measures to WTO, disseminates other members’ notices concerning their measures to the business community and relevant Egyptian entities, and conducts effective multilateral and bilateral consultations on any measures affecting Egyptian imports or exports.
