Sector Overview
The Agreements and Foreign Trade Sector is one of the main sectors affiliated with the Ministry of Investment and Foreign Trade. It is responsible for formulating and implementing Egypt's foreign trade policies, leading the state's efforts and its 2030 strategy to enhance its position as a key player in the international trading system, and achieving a balance between protecting the national economy and opening up to global markets, ensuring Egypt's integration into the international trading system on fair and sustainable bases.
Strategic Goal of the Sector
Foreign trade is one of the fundamental pillars for achieving sustainable economic development and represents the gateway connecting the national economy to global markets. It aims to achieve effective economic and commercial integration with countries and trading partners, increase the competitiveness of Egyptian exports in global markets by developing legislation, building institutional capacities, and enhancing international cooperation, while attracting investments, providing foreign currency, and supporting the balance of payments.

Legal Framework
The sector carries out its tasks through a set of laws and decisions governing foreign trade activity: Import and Export Law No. 118 of 1975, its executive regulations issued by Ministerial Decision No. 770 of 2005 and their amendments, Law No. 189 of 1951 concerning chambers of commerce and its amendments, Presidential Decree No. 72 of 1995 approving Egypt's accession to the World Trade Organization, and the agreements contained in the final act of the Uruguay Round of multilateral trade negotiations. The legislative framework also includes a number of international trade agreements:
- Import/Export Law No. 118 of 1975 and its executive regulations by Ministerial Decision No. 770 of 2005
- Law No. 189 of 1951 concerning chambers of commerce
- Presidential Decree No. 72 of 1995 on Egypt's accession to the WTO
- Uruguay Round agreements multilateral trade negotiations
