Sector Overview
Agreements and Foreign Trade Sector (AFT) is a core division within the Ministry of Investment and Foreign Trade (MIFT). It is tasked with shaping and implementing Egypt’s foreign trade policies, spearheading the country’s strategic efforts toward its 2030 vision. The sector works to strengthen Egypt’s role as a key player in the global trading system while balancing the protection of the national economy with openness to international markets, ensuring the country’s integration into the global trade framework on fair and sustainable grounds.
Sector Strategic Objective
Foreign trade is a cornerstone of sustainable economic development and serves as the gateway linking Egypt’s economy to global markets. AFT aims to foster effective economic and trade integration with international partners, enhance the competitiveness of the Egyptian exports worldwide, modernize legislation, strengthen institutional capacity, and promote international cooperation. These efforts are designed to attract investment, generate foreign currency, and support the balance of payments.

Legal Framework
AFT carries out its mandate within a robust legal and regulatory framework governing foreign trade. Key legislation includes: (1) Import and Export Law 118/1975 and its amended Executive Regulations issued under Ministerial Decree 770/2005; (2) Law 189/1951 on Chambers of Commerce as amended; (3) Presidential Decree 72/1995 approving Egypt’s accession to the World Trade Organization (WTO); and (4) The agreements listed in the Final Act of the Uruguay Round of Multilateral Trade Negotiations. The legislative framework also encompasses a variety of international trade agreements as follows: (1) Multilateral Agreements, such as the WTO agreements, the African Continental Free Trade Area (AfCFTA) agreements, and the Greater Arab Free Trade Area (GAFTA) agreements; and (2) Bilateral Agreements, including the EU-Egypt Association Agreement and Egypt-Türkiye Free Trade Agreement …etc.
